Perth first. Then the world.

The map grows in four stages: the Perth pilot city earns its first real transactions, then the rest of Australia, then the twenty Bhutanese dzongkhags, then the global diaspora hubs. Unlock state is derived from the platform launch date, not a stored flag, so the sequence advances on its own every day with no manual step.
